Longhurst examines the proposition, central to fisheries science, that a fishery creates its own natural resource by the compensatory growth it induces in the fish, and that this is sustainable. His novel analysis of the reproductive ecology of bony fish of cooler seas offers some support for this, but a review of fisheries past and present confirms that sustainability is rarely achieved. The relatively open structure and strong variability of marine ecosystems is discussed in relation to the reliability of resources used by the industrial-level fishing that became globalised during the 20th century. This was associated with an extraordinary lack of regulation in most seas, and a widespread avoidance of regulation where it did exist. Sustained fisheries can only be expected where social conditions permit strict regulation and where politicians have no personal interest in outcomes despite current enthusiasm for ecosystem-based approaches or for transferable property rights.

This groundbreaking information has been gathered from independent sources by the world's foremost fisheries experts. Each national report describes the current state of the country's fishery; the policies, politics, and social factors affecting it; and potential solutions. NMFS has a difficult and complex task in managing U.S. marine fisheries. Despite some successes, too many stocks continue to decline. Over the past decade, several problems have been identified that have contributed to the current dissatisfaction with how marine fisheries are managed. This dissatisfaction is evident from the large number of lawsuits filed by the fishing industry and environmental organizations. One central problem is overfishing. Overfishing issues have been discussed in a series of NRC reports, and these reports identify overcapitalization, and technological and gear improvements as some of the causes. The reports recommend ways to stem these problems and to advance the practice of fishery science at NMFS. This report reiterates some of these recommendations, and makes new recommendations to enhance the use of data and science for fisheries management.

This book illustrates and explains the consequences of neoliberal reform on rural economies. Based on an ethnographic case study of coastal fisheries in Iceland, it poses the following questions: How are rural fishers navigating liberal capitalism? And how are new markets, property-rights and digital technologies transforming rural economies? By drawing on an extensive body of literature on economic sociology and science and technology studies, the book offers a novel understanding of the role of market-based reform for rural development.
